The Trustees and University officers had convened in brief Executive Session at 9:36 the morning of August 27, 1969, for discussion of proposed amendments to Motor Vehicle, Bicycle and Traffic Regulations, Treasurer Freehafer reminded the Trustees that the Regulations had. for. many years, stipulated that freshman and sophomore students "may not own. operate or have custody of a vehicle in Tippecanoe County , , " (Section 3. 03 (b). When that provision was challenged last year, investi¬ gation by Counsel resulted in the opinion that the University cannot legally prevent those students from having an automobile in Tippecanoe County. Although deletion of that provision would increase by several hundred the potential number of automobiles for which parking space in West Lafayette is already at a premium, Mr. Freehafer thought such deletion is necessary and desirable to prevent further challenges.
