President Harris stated that as a member of the Committee appointed by the Board to investigate the offer made by Vincennes University, he had visited the place, talked with the parties, and had come to the conclusion that there was nothing in it for Purdue.Dr. Stone spoke of the dedication of the new shops and the completion of changes in old shops, all within the estimated amount of cost.The following written communications were submitted:1st. Report on the unfortunate mental condition of Mr. H.A. White, Instructor in English: and that Mr. E.A. Blomfield, a graduate of Yale College, was appointed to fill the place. Paper received and ordered filed (File “A”)2nd. The proposed appointment of a General Purchasing Agent: received, read, and approved on motion of Mr. Ade:March 8, 1911To the Board of Trustees:Under our present method of conducting the business of the University, the purchasing of departmental supplies and equipment is done by the heads of the respective departments. These persons secure estimates, submit their requests to the President, obtain authorization to purchase, complete the transaction and approve the bills to the President for payment. In this way some twenty persons are doing business for the University, with the public, each in his own way with greater or less efficiency and business accuracy.The number of authorizations issued amount in twelve months to upwards of 3000 for the University and Experiment Station.
