173 MEETING OF SPECIAL COMMITTEE OF THE BOARD OF TRUSTEES OF THE TRUSTEES OF PURDUE UNIVERSITY Trustees' Room, Executive Building September 30, 1970 A. ROLL CALL. President Knoy convened a meeting of the Special Committee of the Board of Trustees of The Trustees of Purdue University in the Trustees' Room, Executive Building of the University, at 1:30 pm on Wednesday, September 30, 1970. Present were the following: Trustees Knoy and Hillenbrand, Counsel Schilling, Vice President and Treasurer Freehafer, Mr. Wade (Director of Physical Plant) and Mr. DeMent (Director of Buildings and Grounds, Physical Plant). Mr. Heine, Trustee, had called from Indianapolis to say that an emergency prevented his attendance at the meeting. B. AGREEMENT TO INTERIM POLICY IN HANDLING BOMB THREATS. Mr. Freehafer distributed a summary of the procedures in effect at Big Ten universities concerning bomb threats. It was noted that in virtually every instance, the policy includes a search of the building. In some univer¬ sities certain buildings are not evacuated. Apparently the determination of whether to evacuate or not differs from place to place and from building to building. The problems inherent in evacuating buildings of every kind at any hour of the day -wra.s discussed. It was decided that in every case an appropriate search should be made following a bomb threat, and further that occupants of buildings should be warned that a threat had been made. As to evacuation, however, it was agreed that certain buildings during certain hours should not necessarily be forced to evacuate. The following interim policy was then agreed upon and later reduced to written form and distributed to members of the Committee; Interim Policy in Handling Bomb Threats Until a firm policy is established and approved by the Board of Trustees the following interim policy will be followed in reacting to threats or warnings concerning bombs in University buildings. I. In the event a bomb in a University Building is reported in a manner where details of location, type of explosive or other specific information is given or if the person making the report is -willing to identify himself or if there are other factors in the report which lead the officer receiving the report to believe that it is not a hoax but a valid report the building involved will be immediately evacuated and a search conducted.
