164 EXECUTIVE SESSION OF THE BOARD OF TRUSTEES OF THE TRUSTEES OF .__ PURDUE„UNIVERSIT_Y Purdue Memorial Union September 16, 1970 A. ROLL CALL, WEDNESDAY MORNING, SEPTEMBER 16, 1970. President Knoy convened the Board of Trustees of The Trustees of Purdue University in Executive Session at 8:30 am on Wednesday, Septenier 16, 1970, in the Directors' Dining Room of Purdue Memorial Union. All members of the Board except one were present as follows: Mrs, Myers, Messrs, Graham, Heine, Hillenbrand, Knoy, Rumely, Walb and Wilson. The absence of Mr, Brumfield was excused by consent of the Board. Also present was Counsel Schilling. B. APPROVAL OF MINUTES OF EXECUTIVE SESSIONS OF THE BOARD OF TRUSTEES OF THE TRUSTEES OF PURDUE UNIVERSITY HELD ON APRIL 29-30, 1970, AND ON JUNE 25, 1970. Upon proper motion duly seconded and unanimously carried, the minutes of the Executive Sessions of the Board of Trustees of The Trustees of Purdue University held on April 29-30, 1970, and on June 25, 1970, copies of which had been mailed to the Trustees, were approved as distributed. C. APPOINTMENT OF COMMITTEE TO DEVELOP INTERIM POLICY IN HANDLING BOMB THREATS. After discussion of various matters, President Hovde, Vice President Freehafer and Messrs. Wade (Director of Physical Plant) and DeMent (Director of Buildings and Grounds, Physical Plant) entered the meeting. Vice President Freehafer re-viewed the policies which had been followed for several years con¬ cerning actions to be taken by University officials in response to threats of bombs or other explosives on University property. He outlined the problems involved in determining whether a bomb threat was geniiine or a hoax and stated that the range of possible responses was search, evacuation and warnings to occupants. After a full discussion of the problem against the background of current events, including the recent bombing at the University of Wisconsin, the Board agreed that every reasonable action should be taken to protect the lives and property under all circumstances. The Board further agreed that a specific policy should be developed and reduced to writing and made kno-vm to all personnel involved in executing the policy. Vice President Freehafer was directed to continue his study of the problem with his staff, obtain information concerning the policies and practices of other universities, in the Big Ten and elsewhere, and to meet as soon as possible -with a committee of the Board of Trustees to develop an interim policy to be made effective until reviewed by the full Board. Mr. Knoy appointed Mr. Heine and Mr. Hillenbrand to serve with him as a committee of the Board of Trustees on this matter.
