I.    CERTIFICATE OF NOTICE.
The Board of Trustees of The Trustees of Purdue University convened in special meeting in the Trustees' Room of the Executive Building of Purdue Univer¬ sity at 2:00 p.m.   CST (3:00 p.m,   CDT) on Thursday,  May 17,   1956,  pursuant to notice certified by the Secretary as follows:
CERTIFICATE
I,   Mary Elizabeth Skinner,   do hereby certify:
1) That I am the duly elected,  qualified and acting Secretary of the Board of Trustees of The Trustees of Purdue University;
2) That a special meeting of the Board of Trustees was duly called pursuant to Article I,  Section 2 of the By-Laws of The Trustees of Purdue University to be held on May 17,   1956,   at Lafayette,  Indiana, for the following purposes:
a) To consider and act upon the determination of necessity for the complete construction of the Married Student Courts,
b) To act upon the matter of awarding the contract for the construc¬ tion of the Married Student Courts,  and
c) To consider and act upon the issuance and sale of bonds to finance the construction of the Single Student Dormitory Courts and the Married Student Courts;
3) That at the direction of the President of the Board of Trustees,  who declared that an emergency existed,  within the meaning of Article I, Section 2 of the By-Laws of The Trustees of Purdue University,  1 gave actual notice by telephone to each member of the Board of Trustees (other than the President of said Board) of the time,   place and purposes of said special meeting,   in lieu of written notice thereof -  all prior to the convening of such special meeting,
