997 SPECIAL MEETING OF THE BOAED OF TRUSTEES OF THE TRUSTEES OF PURDUE UHIVEItSITY^ _ Executive Building December 9» 194S I. NOTICE OF MEETIHG. The Board of Trustees of The Trustees of Purdue University met in the Trustees' Room of the Executive Building of the University at 2:00 p.m., Thurs¬ day, December 9> 19AS, pursuant to a telephone message to each Trustee on December 6, 19^8, and further pursxiant to the following notice sent to each member of the Board by the Secretary on December 6, 194S: This vill confirm telephone message notifying you of a special meeting of the Board of Trustees of The TrvJstees of Purdue University on Thursday, December 9, 194^, in the Trustees* Room of the Executive Building of the University immediately folloving luncheon at 12:30 p.m. in Room 33A» Purdue Memorial Union Building, in order to present the Purdue University Legislative Budget for the biennitmi 19A9-1951 for discussion with the Director of the Budget and the State Budget Committee, and to consider and act upon any other matter or business ¦vrtiich may come before said meeting, II. ROLL CALL. President Stuart called the meeting to order at 2:00 p.m. All members of the Board except Mr. Calland were present as follows: Mrs. Van Ness,-Messrs. Cole, Hanley, Lynn, O'Brien, Sherwood, Stuart and Thompson. Also present were President Hovde, Controller Stewart, Assistant Controller Kettler, Secretary Hockema, and Assistant Secretary Skinner. President Stuart welcomed the State Budget Committee who were present as follows: Mr. R. P. Freeman, Director of the Budget, Senators J. A. Kendall (Chairman) and Marker Sunderland, Representatives L. D. Baker and R, H. Heller. Mr, T. R. Johnston, Director, Bureau of Information, and Mr. I-iybeck, recently appointed State Purchasing Agent, were also present. III. CONSIDERATION OF UNIVERSITY BUDGET REQUESTS. Controller Stewart distributed to all present copies of the budget reports and budget estimates of Purd\ie University for each year of the biennial period 194-9-1951 as submitted to the State Budget Committee on November 8, 1948, and as ratified, confirmed and approved by the Board of Trustees on November 20, 1948 (Minute XI), Mr, Stewart e3q)lained the various items included, empha¬ sizing the fact that the appropriation requested not only is for the training of students but also incltides operation of the Agidcultviral Experiment Station and the State contribution to the op elation of the Agriculttiral Extension Service. He explained further that the increase in the appropriation is requested to provide income equal to the current rate of expenditure and to make vop the loss of student fees from veteran stxidents (under Public Law 346) as estimated for the biennial period. The Controller explained that the 16|^ increase requested for personal services of instructional staff is to provide for senior staff members a rate high enough to attract and keep persons of high quality in competition with
